I worked at the Office of International Programs at Western Kentucky 
University in Bowling Green,KYfromJuly2003toJune2007.

the creation of the position of Immigration Specialist in 2005. My job 
as Immigration Specialist was to assist the Director and Coordinator 
with the processing of documents for H-1B employees and J-1 
ExchangeVisitors. 

Our office became aware that there were problems with the J-1 Exchange 
Visitors that worked for the research laboratory related to the 
Department of Chemistry called ICSET (Institute of Combustion Science 
and Environmental Technology). This lab has received increased funding 
over the years and has been using the J-1 program to get more 
employees with the capability to do research in the alternate fuel area. 
The majority of these exchange visitors come from China and began to 
come to our office on a regular basis to describe their adverse 
working conditions and treatment at ICSET. They often asked for our 
assistance to transfer them to another university where they would be 
treated decently and able continue their research. Many scholars at 
ICSET told us they had to work 10 C12 hours a day, 7 days a week and 
had to drive to different power plants in the country continuously 
with very few breaks. At the plants, they were in a mentally and 
physically demanding environment where they had to work up to 17 days 
at a time with very few breaks and little down time. This work was 
very strenuous and demanding with constant pressure to meet impossible 
deadlines. This practice ensures ICSET a high profit because these 
employees are underpaid compared to domestic employees and work long 
hours without compensation. When they did not consistently perform 
over and beyond the scope of duties, they were threatened, intimidated, 
and degraded verbally in front ofthe other employees. 

Our office requested a meeting with Dr.Wei-Ping Pan and his 
subordinates. He told us the incidents were fabricated and untrue. Dr. 
Pan had documentation that showed the employees were at fault and he 
denied the accusations. Because there were so many complaints against 
ICSET by the scholars/students, Dr. John Petersen of Academic Affairs 
at WKU requested guidelines be written concerning the J-1 Exchange 
Visitors and their treatment while working at the university. These 
guidelines were written in coordination with the Director of Human 
Resources, Tony Glisson, and the Office of International Programs. 
They became effective on December 1, 2005 and posted on the Human 
Resource website. Dr. Pan also implemented Employee Specifications for 
the employees outlining their work conditions and the responsibilities 
of theprogram. 

We hoped this would correct the problems but soon realized that the 
situation had become even more difficult for the scholars and students 
at ICSET. They were documented more closely and made to sign 
statements regarding their working conditions that were untrue. Again, 
they were intimidated and threatened by Dr. Pan and his staff. Logs 
and records were altered to show the exchange visitors were not being 
overworked and abused by the program. Dr. Pan initiated student 
exchanges with the North China Electric Power University and Ming-Chi 
University. These exchanges benefit ICSET and WKU because the students 
are less expensive and more easily influenced since they are given 
credit for the training period here. 

The administration at WKU condones this behavior because it is an 
extremely profitable business for them with high prestige in the 
research area. Tony Glisson consistently requested that our office not 
be involved with situations where employees were injured on the job 
and seeking medical help through Workmens Compensation. Our health 
care system is confusing to us so you can imagine how difficult it is 
for these international exchange visitors who are in pain and require 
assistance with their medical needs. The Director of Human Resources 
encourages them to go home and requests that their DS 2019 not be 
extended which is unbelievably cruel in these cases. 

The Mutual Education and Cultural Exchange Act of 1961 is to promote 
mutual understanding 
between people in the U.S. and other countries by education and 
cultural exchange. ICSET at WKU has not given these exchange visitors 
a positive experience in the U.S. These people are exploited and 
treated unfairly while working for this research lab. Their cultural 
experience here is extremely limited and not a priority for ICSET. I 
formally request that the State Department investigate the plight of 
the exchange visitors who are being abused by the program at Western
